Hm, I'm not sure... Companies like Tokyopop and Viz strike me as the companies that pretty much listen to themselves. Well, perhaps Tokyopop might consider your idea, they do have the whole "Rising Stars of Manga" deal, and that is all done by fans and aspiring manga-ka...

Does anyone suppose that if petitions were struck up for certain mangas American companies would license and translate them? New titles seem to be coming out every month, and not all of them are as favorable as many of the titles being scanslated here. Perhaps if some requests were sent in, they would listen.

Well, Tokyopop has a page where you can suggest manga you want published. I know that the Slayers community went en-masse to ask for the Slayers novels, and those got licensed. So, you never know.
They don't have it up right now, but I've seen it there many times, so keep checking back. Subscribing to the newsletter might help.
